They would list it under fraud, like said in previous post many people advertise that they selling a "house" which they are not they only selling information that they going to give up their house.

Except selling an FC that has a house is also not allowed, and you are selling exactly what you said you are.

Never heard of a GM coming down on someone for selling a FC, but then again least on balmung they seem to few and far between of anyone trying to sell a FC. But this is technically a different subject (as if it should be allowed) from house selling as person actually selling a FC.
