I'm on PC and I've been having the same problem but the codes are much different =/ I've tried a HUGE amount of 'fixes' including restarting my computer, running in compatibility mode, running as an administrator, deleting the boot files and replacing them with older boot files (Which got me to the point where it would DL the patch halfway and tell me of the error). I tried doing some ipconfig/renew stuff. I tried SYSTEM restoring to a point where my game DID work. I tried forcing a launcher update or whatever by altering the update check mode value in document\mygames. My error code is this: unable to update patch files. [11006][20819][20890][19900][3]SqPack:0x0-0x0-0.
Tried most things, only thing I could get to work was full un-install, delete remaining files/my games files and reinstall the entire game.
That worked for me updated and working, tho the whole data centre im on is totally broken right now.
Really impressive work so far.
Would you mind going over how to reinstall for me? I tried that once, but it got to the point where I couldn't reinstall heavensward because of the exact same error. This prompted the system restore.
Uninstall the game as normal, go to the root directory it was installed into, use the shortcut (properties) to find the location, delete any remaining files, go to My Documents (on pc) and then My Games in there you will see a FFXIV Folder delete it and install the game again.
This worked for me can't help you with none pc platforms since i don't have them.
For PC users I found this fix on another thread : Thanks to YDerek86

I was getting "unable to check version error" so I tried it and it started to update the launcher and the game after login
