I feel like you'd have a better outcome if you just queue for the level appropriate dungeons while leveling, and hold off on any of the roulettes for when you're fully leveled and farming tomes.

If you're using leveling roulette past your daily bonus, yeah, you got exactly what you deserved. Also, the game is kind of designed that you do each XP-yielding roulette once, then go do something else--just doing the four main ones (leveling, high level, main story, and trial) is like three hours of video games, including queue time.
