True, but your forgetting that each meld adds 5%. So with a pentameld with cheap trash materia you would get much higher results with that extra 25% boost.
Afaik, the sky pirates set can yield tier V materias. Won't be of much use to me, I'm still too far from these stats >.<
I have updated the original post with a new Low CP/ Low Craftsmanship rotation that utilizes MaMa+FS to accommodate crafters without the high stats.
I have also included the "Brand-Name" rotation in the original post as well now.
So there are a total of 3 different rotation blue prints there with multiple variants of them.
I can personally confirm this to be true as I've so far bonded 13 Sky Pirates pieces and obtained 4 TV materia. Unfortunately, I do not have a screenshot of the conversions but I do have proof that gear as low as the i160 Chestpieces can convert into TV materia:

Those stat are quite reachable even with low gear
You guys are welcomed. Please don't forget to use 1 or 2 HQ mats since the rotations can only provide up to 6K-ish quality. One precise touch would bring it close to 7K though. So 1 HQ mat + 1 Precise touch will almost be 100%.
Alternatively, take some possible Tricks along the way, and buff up the last touch into a Standard or Advanced Touch before the Byregot.
I've been using the original version of the rotation myself, and it's extremely consistent... Maybe I don't get 100% HQ rate every time, but pretty much everything just goes HQ in the end, and not a single step fails, which made me really happy. I hate Hasty fails.

Plus it's quite easy to gather them HQ (I have one hq for one nq ptérodactyle rate right now)
Plus... More then 70% HQ rate is more than enough XD
When I remember the old 3/4star craft where you sometime fail and have around 20% quality... But still manage to HQ
I think that more than 70% is good xP
(Plus i've always been far too lucky in craft)
