Yeah, there are two completely separate MGP hairstyle books they've added. You can buy one of the new ones (afro) from the normal prize claim NPC, like the old ponytail. The other new one is for the competition winner hairstyles and it comes from a new NPC standing in front of the exchange counters.

The Contest-Winning hair is available from a new NPC for 14 MGP. The afro is available from the regular Gold Saucer MGP Prize Exchange NPC for a higher amount. You have to purchase and use both items from both NPCs if you want to use the contest winning hairstyle AND the afro.
