Look at OP's original post, it's not asking whether to use a ToT while CZ is already up, it's asking whether to use a ToT in a place where a CZ use is scheduled, in which case I believe you should always use the ToT.

Ok, that's pretty obvious then. ToT to fill that 20 CP spent on MaMa, and then CZ.
