Last I remember, all of AST's heals cost less MP than WHM's counterparts even though they have the same potency. This was one of the reasons why they gave WHM the 10% MP restore with Assize, so it stays competitive with AST.

Honestly, considering things like Dissipation, One Ilm Punch, and Freeze (yeah, forgot about that one, didn't you?), it's pretty clear SE is okay with having a skill or two in a job's set that doesn't really do anything. At least ours is worth using.
Hell, let's just add AoE Death and Reraise with no weakened and everyone gets an extra 1 million gil, while we're at it?
Dissipation is totally used, but one ilm punch and freeze, are good examples.
The problem is, CO is NOTHING like one ilm punch or freeze, both of those are very easily defined as pvp/solo abilities, whereas CO is still useful for pve, its just not really good. its a lackluster final ability that for some reason stuns (which you will almost never use it for) and gives a tiny duration increase for prexisting AST effects. its obvious that it IS meant to be used, but its just not good, from its pathetic range, to its pathetic effect, its just a bad ability.
As Ashelia said, they had assize even before AST got buffed. you also forget freecures. whitemage gets free cure 2 procs, whereas all the AST proc gets is an instant cast, full mana cost benefic 2. WHM has incredibly strong MP regen because of this, much much better than an AST (not counting ewer, because you can never actual count on drawing an ewer when you need one)

What if CO had no cooldown but a 3sec cast time?
The stun would be used as Holy's stun for some mitigation, the 5 sec increase on bonus would only keep things flowing...
I can see a scenario where AST would cast Synastry->Asp.Helios, AoE Balance, and keep using CO to extend the effects, but would it be too broken? If CO had no CD and could be spammable, it would cost a lot of MP. How long an AST would be able to keep such a combo?
