I think it SHOULD be that way because the Pugilist is all about finding weak points and exploiting them. Which means misses and counters should happen as much as they have been. Evade is unnecessary, except for its animation. Block on the other hand could open up for new moves. Those weapons should be able to block more attacks to lower punishment when an evade isn't possible. The Pugilist has high Int so learning when to evade-counter and block-counter should be something they would know how to pull off.

Parrying might be the closest thing we have to a block atm. I haven't messed around with other races to see if it's different but parrying for Miqote on PGL is basically them shielding themself rather than actually parrying an attack. Which is fine, don't get me wrong. It's nice to have another way to partially mitigate damage and have Fracture from it but it'd also be nice if we got a trait that allowed us to guard or actually counter (like H2H's Counter in XI).
Then again... that might come with the Monk Job when that's released.

Oh, hell yeah. I noticed the Haymaker wasn't grayed out, like it usually is, yet, I didn't even bother to hit "3" on my keyboard, 'cause I was programmed to wait for the word Evade! to show up.
I need to rewire my brain. Good find!

still want these type of actions to only light up when they can actually be used

You mean the same way a weaponskill you don't have TP for is grayed out? Would be nice
