Yea, depending on those two questions, we'll know whether this is "totally exploitable" or "something purdy for tanks."

Actually you do recover as long as you're not getting hit. Reread the quote if you don't believe me.

As long as we have enmity (aggressive mob or sea slug), our passive MP regen won't kick in.
