It's hotbar 7/8, no lock icons for some reason.
I did find a way around it... /hotbar remove X Y [X=Hotbar #] [Y=Slot #]
Still, kind of annoying that I can't just drag and drop stuff.
The lock icon is on hotbar 1. Activate hotbar 1 and you will see it.
