To summon the primal in that state enough people would need to imagine it in such state.
So it fully depends on how the majority imagines bard primal to be.

This is a Primal Summoning thread, please read the title again.

I'm gonna laugh to no end if you do summon your bard priaml and he just says, "Filthy peasants..." before punting you all back to the ffxi days of being a bard. Then I'll be resting on my magitek gun and watch from a distance while my rook turret fry popcorn :3
