I fail to see how the main story quest would make it hard to decentralize Ul'dah, seriously.

Have anything to suppost that a centralized city is harmfull to game play or balance issues ? I find it rather convienent myself.
Uldah is one stop for everything......i believe I saw a plaque somewhere stating it was founded by someone named Sam Walton.
Continue the story outside of Ul'dah.

either way you go, there is always going to be
the people who don't really care where they are.
Why would you congregate in an area based off of one set of quests? What there are 11 main story quests in the game and if you started in a region outside of Ul'dah you have 4 main story quests that take place in your home town? So that leaves you with 7 quests that you do in Ul'dah which are spread between your class rank.
Yet if your a MRD, LNC, ARC, CON, FSH, CUL, BOT, BSM, ARM, or CRP all of your guild releated quests as well as guild mark leves are in regions outside of Ul'dah. Pretty soon your going to have to chose your Grand Company you will join and most people will pick Ul'dah because Ul'dah is where everyone does things. Centralized locations in a game world that offers you choices to do other things is retarded. It just forces people to make choices based on how grouping will be based.
World Chat, and linked Market Wards will make this no longer a factor in stuff you want to do in this video game.
