Well depends on the Situation, i guess...

You Blacklisted him/her/it, so no worries about their "bla..bla...bla..."
If you still get the Feeling they are following you -> Take some Screenshots, get Time and Date together, send a Report with ALL info's to Support, so that you won't get the "They are just playing the game"-Reaktion.
Just look if they are doing it like everyday they spot you (would be pretty much, stalkin'/harrassing)
or if they are only Meeting with their friends or FC-mates at that place (guess they have Buddys too, believe it), when it's like that you may be just a bit paranoid 'cause you're still upset about that Person or something else..? well I'm not you so i dunno. ;)

You can still find people you blacklisted using the player search function.

If a person you have blacklisted puts up a PF, its line will be grayed out for you to know, and you cannot join it.
If you have been blacklisted by someone and try to join their PF, it will not be grayed out, but you still cannot join it if you try.
If a person you have blacklisted tries to join your party through PF, they will get an error message and won't be able to join. You also cannot invite them to your party.

The blacklisted person can still ask his/her friends to look for you.
Or pay some shady investigators.
Or maybe his/her connections to keep an eye on you.
Watching your every movement and activities...

You know, when you feel like there's always someone's or something's watching you, when you're alone at your house?
