Found this regarding Steam Pre-Orders in my Email

The pre-order is up but the price is insane in my region, i live in Brazil and they are charging R$ 179,90 for standard and R$ 229,99 for digital collectors while GTA 5 costs R$ 99,99. Can a staff member take a look at that? It's obviously a mistake when they price is 2x higher than others new releases...

Just checked Steam, its up right now here in the US.

Almost every game is incredibly cheap in Russia (cheap for the majority of us anyway) due to piracy rates iirc.
