because some people are straight up anti social.
the real problem is forcing 90% of the game to require a group. people want to play a game if most of the game is looking for other people to play with it's not much of a game.
players who start when it's new will have no issues but as less and less people are in these area's and content they wait longer and longer.
it's about catering to the higher amount of players we have over 500k players if 450k wants a easy open world and 50k doesn't when you give the lower number what they want you upset and risk losing the bigger number. (numbers are just an example you can easily turn it around)
