This sounds to me like a multi-boxer controlling the second character via a command script of some kind.

Multi-boxing is fine. Controlling the second character remotely is certainly not.

My fees tell me I am. The scarier part people pay them, the more absurd i put them the more sought after I become. I have worked for 3 out of 10 of the biggest companies int he world int he last 10 years alone reshaping the way they do business with IT. That makes me an IT PRO. I'll agree with you, what it sounds like is something hooked into the game to read/react to text, or memory hacking. Exactly the same as how bots play. Record it, report it. Show a screen shot and censor out the names if you want to get other peoples awareness.

I encountered worse, I either just ignored them or left. Simple as that.

EDIT: I hope you know the current FFXIV client allows 2 ffxiv.exe's. So, yeah. Probably another dual boxer.

Plenty of games have third party add-ons that will let you either trigger via chat or trigger via commands in another window. It was standard fare back in the days of text MMO's, I see no reason why people wouldn't continue to do it now.

With that said, it's also explicitly against the rules. :3

I don't know much about computers and coding and such, but if said character reacted to you typing something in the Chat instead of directing it to the obvious target (the tank) it sounds like no one was actually behind that character, as it looks to me it had no controll over its own action. But that's just me and like I said, I know very little about this.
