I've been witness to a number of wins only made possible by using Last Bastion and it was always a last second decision instead of planned from the start. And this all before they lifted the loot lock. Intentionally falling back onto Last Bastion to survive might be new, but I never do WoD anymore besides once a week for the quest so I wouldn't know if it's commonplace.
I have been an alliance that has saved the raid with that tank LB. :P
I've seen it save the run several times. Even if the other two alliances wipe, the boss is usually only a few percent from dead anyway. I've run WoD probably two dozen times in the last week alone in various roles (gearing BLM and MNK up a bit, it's filler till I can get Dreadwyrm/Ironworks) and I've seen 2 or 3 saves in just that time.
When I go in as monk, I stay on the boss. If any clouds get close, I destroy them. :3

Ran at least 40 rounds of WoD (because BRD chest refused to drop) on week one itself and also multiple rounds each week for specific items and I've never seen a Tank LB3 used on any of the bosses LOL.
Doing it intentionally? Nope... Doing it as a oh shit we got a few clouds through for whatever reason. Yup plenty of times. And it saved the runs - saved one alliance, rez healers from the other, they pulse of life and everyone back on their feet. The problem is that most will ignore that second bit.
Even before the unlock. If she swallowed a large cloud or more than 2 small ones. The Tank has to LB at the right moment so the party is buffed against the damage increase. Nothing really new except the spread of dps per party.. you could have 10 bards across all parties. Wont change the fact you'll probably need that LB to survive twice.
