Isn't one of the point of Pre Orders to gague how many copies you'll need?

Think of it as a restaurant where you place a reservation and they tell you you'll have a seat open in 60 minutes, but when you get there they inform you that they decided to give your seat away to someone else because they never had any plans to honor the reservation to begin with.
