Why the region lock? Never heard in other MMO about something like this.
My experiences with the versions from FFXI:
I could connect a NA FFXI/PlayOnline Account to my EU SquareEnix Account. But the expansions of FFXI needed to be from the same region as the base FFXI game - in my case NA.
Once I tried to use an EU expansion. Its registration code didn't get accepted...
Then I imported the NA expansion and registered it successfully with my NA FFXI (still EU SquareEnix Account)
Then after registration was done I could play my NA FFXI account with both: NA software (NA FFXI + NA expansion) or EU software (EU FFXI + EU expansion).
But the software can't be mixed.
Therefore you MUST buy the expansion from the same region as FFXIV:ARR. Else the registration code won't get accepted.

NA codes and EU codes for the game differs from one another.
When ARR was first released, pre order codes differ from one another and it was region specific.
Unless it is stated like bonus item from Soundtrack, Art Book and Delivery Moogles, it is always safe to assume that these codes are region locked.

Hey guys to avoid confusion i took the liberty to email square enix support and i can confirm that it is account region locked. If you have an EUROPEAN account you need an EUROPEAN game/digital codes for it to work. Likewise for US and JAPAN.
