I think about moving to a legacy server often myself. I enjoy some of the aspects of my small server but I would like a more active party finder and more options with FC's.

I was from Leviathan before and it's definitely a raid server.

Gahhh so many options :/ keep the suggestions comming :D

if youre currently in non legacy and transfer to legacy, can you transfer back to non legacy?

Yes. There's no differentiation anymore, you can freely transfer between them.

@OP - Sargatanas has a pretty active endgame community. There's almost always PF's up for T9 and FCoB.

There's always T9s and stuff in PF on my server too. Doesn't mean they are actually going to 'beat' the raid they are advertised though LOL. Take it from me learning that the hard way. With all of the run sellers out there you really can't be sure who actually has the skill to do the content and not even sol bonuses are indications anymore.
