Why would it need 3 masks?

Limited Time doesn't mean now only and never again, it just means it's not always available. The junk from last year's egg event will be available again soon, so will the summer gear, and I'm sure Lightning and Shantoto will make a return for another limited time at some point.

In FFXIV 1.0, there was a list of achievements that would be unobtainable in 2.0. There were quite a few including the Behest Achievements that were said to be 1.0 only. However, the Chocobo Escort Achievements were never included on that list, indicating that they would be available in 2.0, and those Chocobo Escort Achievements are where you got the chocobo mask from.
