Took a quick look today and i see what you mean, thing is that it does turn off when using the controller and you disable the per hotbar, could possibly be a bug? Perhaps worth submitting.
I use a controller so im not forced to scroll through it.

Reported it in-game today, though I hope they'd respond here to let us know if it's a bug or works as intended :/
I would appreciate a dev response to my topic to let us know if it's working as intended or is it a bug.
