I feel like this thread is a direct contradiction to that. I've known dozens of people that had this same exact concern as the OP here in the last couple of weeks. People expected an Ex primal because every .1 patch included at least one. To fail to deliver now was a deliberate failure on the quota for 2.0 that many people expected. Hard Modes went from worthwhile to useless with the introduction of Leviathan. Even if the weapons rewarded were only good for the next set of HM Primals, they still had a use and it still felt like there was a point to doing them (especially when Titan was a gate).
EX Garuda/Titan/Ifrit were also good because you got the highest current ilvl accessories from them (really worthwhile rewards) and you got a weekly weapon equivalent to the upgraded Relic with different (and usually more worthwhile) stats. EX Levi was good, rewarded T5 tier weapons with different stats, similar to the original 3. Ramuh was relatively worthless. Shiva EX was good for a short period of time (free i120 bracelet), then started losing it's worth - i115 weapons were a good idea, but that's what they should've been to begin with.
Hopefully they've learned what worked and plan to implement it into 3.0's EX/HM Primals. I doubt HMs will change, but who knows. -

Imo they should save battle content for 3.0 and just release a bunch of stuff so we can have that 2.1 feeling again.
Right now the current gear peogression is so worn out that it's like a 1 way routine to end all 4 star gear crafting rotations. Lol
I assume that's the case due to them releasing gold saucer as their final big wow new shiny thing before 3.0 as they have no other "mini game" content besides parley in the inn.... Lol
They finished BCoB, added more body to PvP, they made more crafting related things ( ixali ), added a lot of primals, & covered about half of the normal dungeons as HM. So the only thing they have left is to add minigames for some R&R before 3.0
Hopefully we will get gilg ex, ultima ex and odin ex in 3.0. As i feel like they kinda got stuck in between hardmode and ex. -
