There are Main Story Quests and then there are Class Quests, you need to have both of them done up to a certain point in order to buy that ability, not one or the other. Hope this helps out enough, there really isn't any other way to explain. If you do have these done, they should show up on your lodestone history. If you know for sure you are supposed to be able to buy it, then I would recommend reporting the bug.
fade to white is part of the main story questline, the LL storyline will end shortly(you obviously havent finished it) and then itl move you to the main story which you get in uldah(the questline doesnt take place all in uldah, thats just where you start it each time after that)
so you MUST get this done before you can get the gladiator quests in order to get your ability, so get on it and go do your LL quests!
I guess I worded it poorly, that's pretty much what I meant to imply.
