Because we were once all together, and it was terrible. The only people who could play with decent latency were people who lived near the where the servers were kept (aka, Japan). The rest of the players had to experience what the Australians are experiencing now: 300-500ms as a normal or higher, and with all maintenance done based on JST (which often meant "during PST prime time"). By segregating the servers, we're able to have much better connections, and more localized maintenance times.
