Is Copperbell Mines HM bugged?

The best thing about making this relic grind random is it doesn't take any work or effort to do, yet keeps people occupied for months. Better yet, no one is allowed to complain because it's 'just bad luck' if you don't get your item.

You may wanna close out some up quest lines. I noticed I wasn't getting drops or the Red colored Boss rooms at the end Dfs. I closed out a few quests and got my drop within 2 runs. If the last boss room isn't colored in red on your map, this quest may not be active, or that what I think. It worked for me.
