Nope, the other player is not online, so it plays the animation but it fails at the end and the player reappear at the same place and the cooldown isn't activated (because of cancel).

Actually the person was online, just in an instance, it doesn't work in houses or in dungeons.

Can confirm this. Was spamming yesterday in front of friends to show off the animation while my ingame hubby was in a dungeon.
