Oh! So you mean they made new content? That's called progression. Even then, the Shiva weapons are outdone by relic weapons, FCoB, and Poetics weapons. They are only i115 so they are on par with SCoB weapons so they aren't all that good. Sure some have better secondary stats, some don't. But I wouldn't exactly rely on them for later turns of the FCoB. So, like Levi EX, they are mainly for glamour.

Same as they changed the dungeon loot system, currently they are testing to find their unique system, but without fixing the old... its just frustrating!
At least they are going the right path, still not perfect...

A reliably-obtained i115 weapon is incredibly valuable to players right now - considering the alternatives require Turn 9+ clears (A small fragment of the population of each server at most) or heavy progression into Relic weapons (Which isn't challenging, but requires a crapload of time to reach i115 per job, so good luck using that to gear alts). If you're past that point, good for you - you're honestly in the 1%.

Levi EX weapons though? You can guarantee yourself an i100+ weapon at this point with even less effort thanks to Syrcus Tower, nevermind Ramuh and Shiva drops now. And while I don't mind enhanced Levi weapons being rare for the sake of having rare weapons (See also the effort that goes into a Garuda/Ifrit/Titan/Mog enhanced weapon), it seems really awkward that Shiva all of a sudden gets her enhancement basically as a guarantee. I don't entirely mind it... it's just really out of place
(Speaking of which where the hell's the enhanced Ramuh weapons at?)

But anyway, I'm glad they at least realized the mirror upgrade system was bad. Shiva's new system is much better, it's closer to 1.0's Garuda token system in that you're always progressing towards something, of course the RNG of the weapon and bracelet that drops is still there, but at least the upgrade is a guarantee now. Let's hope they keep building on that and the new dungeon drop system. Still they really should have made those mirrors guaranteed drops for everyone by now, no real reason not to considering the nature of vertical progression and outdated content.

As for yourself though, you have no argument to begin with. Are you going to complain also that the BCoB and SCoB are now also "in the garbage" because the FCoB and the Poetics gear makes them obsolete? That's pretty much your argument right now as even in that content, you have to roll against others while also hoping for your items to drop.

Yes, for those who can't get the T9 clear, it is a nice thing to have. But, without belittling those players, if clearing T9 is that much of a challenge, with an echo included, out gearing the turns is only a way of getting through the turns using brute force. The FCoB won't allow that. If people have their Shiva weapons, fair play to 'em anyway.

The Shiva EX weapon is also nice to have if you've cleared T9, and don't want to waste precious raid days farming it but still want an acceptable entry-level weapon for FCOB.

The complaint is not that the weapon itself is useless. The complaint is that S-E created new content with loot systems that are better designed than old content, so old content should be retrofitted accordingly, especially when their only purpose is glamour. Game design 101.

I personally think the shiva EX i115 weapons are too easy to get. All you need is the original weapon and 5 stardust which are guaranteed to drop. They should upped the stardust requirement to like 10 or 20. It feels a little weird how fast you can be done with shiva entirely. That's just me though.

The mirrors being an rng drop rate was bad to begin with. I was surprised when they fixed Ramuh's weapon drop but not Leviathan's mirror drop.

yeah you fundamentally don't understand what I am asking for here. I thought it was pretty clear, but I guess not. SE clearly recognized there was a problem with the levi ex mirror system and made the appropriate changes for shiva(and also ramuh), yet they did not sufficiently address the original problem with mirror drops and left it in the game pretty much just to frustrate people that like the levi ex weapons.
