Lol, Welp, Get to work Crafters were making a Rocket Airships and were going to this "other moon" :D
I guess that's technically true from a "real world" perspective.
But this is a fictional world in a videogame, and for that argument to hold much weight you would need to first assume that the creators of this game have decided to outright lie to us about the world they created in the form of established lore and background. I would say the likelihood of this is very low.

Ok, now that's out of my system, I would say it is possible that the smaller moon is in an orbit around the larger, especially since we know there are extrasolar planets that orbit other planets. Also, if that is the case, I would say the "watchdog" is in a Lagrange point around "Menphina" since it's orbit never seems to change, only its color.
I say that the other moon is the Red Star we're really on Pern and we'll be fighting Thread on Telepathic dragons that breathe fire (No we're not copy writing Anne Mccaffrey at all!) jk
