Strongest Dragoon on the server is still Sarkden, sorry.

You need all LS members for a clear, and having only one chest/previously cleared members in the kill, is NOT a progression kill.

Get the pugs in your LS, and kill it, screenshot the two chest's contents + party list + your LS roster, and I'll update it.

Since someone was too eager for loot and opened the chest prematurely, we dont have a screen shot of both chest however, here is a video of our kill.

This was everyone's first kill.
