Unfortunately after trying to find it with google for half a hour, I couldn't come up with anything, but I clearly remember two instances in which a Weapons Guide and Armor Guide being in the works were mentioned in interviews to Yoshida (talking of something similar to the Minion/mounts/fishing guide, with lore bits about armor and weapons in Eorzea). Yoshida had at one point said they were almost ready, and I'm talking about an interview that happened even before the LA Fan Festival and 2.4.
Not sure why I can't find the interview anywhere. Maybe it was taken down? Unfortunately for now I have nothing to back this information up, I'm sorry. I'll try look again tomorrow.
Here what I found regarding this topic

Q: Please implement a building such as a library where we can learn more details about the lore.
A: Maehiro: This is also something for which we've received numerous requests. The Lore Team has some plans drawn up for something similar, but as we're prioritizing patch releases, they're a bit behind on this. There's a ton of lore that is yet untold in Eorzea, and I think we need to go deeper into each aspect gradually, so I’d like to look into this. More than a library, I would like to make it so you can obtain literature from different situations or record parts from dialogue with NPCs, so I’m thinking a lore version of the quest journal would be more appropriate.
Yoshida: A plan for a weapons and armor compendium has come my way. The plan is to allow you to read about the origins of each weapon and armor after you have completed the series, and we would like to implement this as well.

Q: Is there any update on the weapon and armor log?
A: We've currently finished off a lot of the details, but we have to plans for implementation, we've been estimating the amount of work for each. The first idea would simply have players building a collection of weapons and armor, while the second idea would allow players to read the lore surrounding the gear they obtain. However, this data will affect the player data used in real time, so we are carefully investigating this at the moment. Next week we will reach a conclusion and proceed for actual implementation, but if we decide to go with the first idea it will be implemented in patch 2.4. In the case we decide on the second option, it will be implemented a bit further in the future. In any event, we've progressed quite a bit on this and we will have our verdict soon enough.
I agree that a Glamor catalog would be nice. I also agree that destroying the item may be a bit extreme because sometimes it's actually high level gear you need for one class and want to use on another (Oh Forager's vest, I am looking at thee... how I want thee for glamor as well as a functioning item for my gatherers.) Having 100% spiritbond however is agreeable as a precursor for adding to a glamor catelog - or perhaps any item that you HAVE glamored once will be saved in the glamor catelog and would then be available for RE-glamoring, whether you still have the item or not, or if the item is on your retainer or something.
I say no to destroying it as well. I'd say a viable alternative would be for the player to have to cast a glamour onto the log itself (requiring the corresponding prism). That would result in the armor piece binding to the player. The player would be able to cast the glamour from the log, once it has been recorded in the log.
I agree on this.
The current glamour system has its issues, we need a more simple one that dosnt force us to fill our retainers with stuff.
Aswell as beeing able to tie certain glamour to certain classes so 2 classes wearing same gear piece still can have different looks.
Well, if you have an item that you believe you will be using for something different than glamour then it will remain in your inventory and you would be able to glamour it any time you want regardless.
What I mean by "destroying" the item is to be able to get rid of the item (to save space) yet you would be able to "backup" its glamorous image for later, since your only reason to keep such item is to be able to use its glamour. "Destroying" the item is way of an exchange system that would grants you the glamour of item by "destroying" it, similar to the way you would "loss" the item for GC seals.
Yea, I'd still prefer 100% SB as requirement to enter an item into the item log. Via the "destroying" method, that gear is lost, and should a new job/class comes out that could of used it, I'll have to find other gear or refarm it again. Also for upgradable gear such as relics or tome weapons, I'd have to obtain the weapon, destroy it, obtain it again, upgrade it, destroy it, etc.
Yah it's disheartening to just throw away, deliver for seals, or just straight up selling your equipment that you worked hard to collect because you ran out of room. I had almost every i80 piece from the dungeons but had to get rid of them.
