Using a percentage to judge if a guild active or not is quite unfair IMO. Many guilds have policy to just keep old members around, eg. my guild only discharge ones who is offline for 60 days, so we have a lot of offline members too. But they were once active, and we were once comrades :) It hurts a bit when I have to discharge someone I know from the guild too.
You also cannot be sure how long an active guild will stay active, so better enjoy it when it last :) One day you may become the one who goes around tossing invitations just to get new blood for your guild :D But by then you probably find your home in ffxiv.
Funny story, when I first started FF14, I would get blind invites all the time which I find rude and annoying. I would decline them all the time. Then I joined an FC of my own choosing and happily didn't have to worry about them for quite a few months. In the last month, some drama happened with that FC and I was no longer a member. I started getting the blind invites again...and I forgot how rude and annoying it was. So glad I wasn't without an FC for too long =)
