Again, this is time wasted because you have to keep running back to where you were for the sake of 10 seconds of no healing required, because you have to wipe the whole party.

Schedules so strict 10 minutes extra would make the world end or something? Really? Gods forbid people could take a bathroom break or get a drink or just actually cool down in that 2 minutes? Really? Oh, the life-altering problems of pro hardcore raiders...

I don't think this is a hardcore vs casual raider issue. It just smoothens things out when you can pull when everyone is ready.
Bathroom/getting a drink breaks happen in every group. It doesn't happen every time they wipe. Waiting for Raging Strikes, Perfect Balance and what not, does. The wait adds up.
I couldn't tell if your Loverboys FC (giggle) did any Coil. Maybe you are in a Coil static. If you're not, not only is your statement very blunt, it also lacks all kinds of frankness which leads me to believe you have no idea what you're talking about.
I'm in the same static. It's not like we're hardcore or strict, but we like to maximize our T9 time, and standing around for two minutes just to make sure we get the DPS we should is very very boring. After doing T9 for around two months, it also adds up to quite a few minutes wasted, just staring at the boss.
We eventually stopped doing it completely, but it's still very annoying if we have an early death or if I activate a CD right before we wipe, and I would prefer not being afraid of using my CDs just in case something happens that looks like it could wipe us.
The DPS can also simply be less trigger happy and wait for the boss to be positioned. As most often snatching would occur as a boss is still being moved towards e.g. the back of the room on T9.
The moments during fights where it's needed, it's going to be off cooldown anyway. Otherwise you wouldn't be able to use it at the start of the fight to begin with. And on the primary target it's really not a necesarry skill to be used at all if the DPS doesn't pull early. If quelling strikes is required on the boss during the course of the fight then either there's a very large discrepancy in gear between the tank and DPS or the tank needs to improve rotation (by a lot).
As for the rest of the topic. Raging strikes also really isn't needed at the start of the fight during practise scenario's. It's not as if you're going to have an enrage timer to worry about anyway. You'll be dead long before that.
I can certainly appreciate the idea of a CD reset on a full wipe, absolutely! I use a lot of CD buffs for my WAR, especially in difficult fights where healers are stretched to their limits. CDs like Foresight can be invaluable in the right circumstances.
