Has there been a slow and controlled revival regarding the use of white magic and the training of adventurers as white mages, or is the 'player character' the one and only white mage trained outside of the Padjal?

Does the lore allow for multiple practitioners of one Job to exist? IE: Can their be more than one Dragoon, or White Mage, or any other Job, from the point of view the Main Scenario stories are told from?
Elaboration of above question: A lot of roleplayers debate about whether or not it's lore friendly to roleplay one's character being a Job instead of a Class. Do multiple soul stones exist from a Story stand point? Is it a highlander type set up where ultimately, there can be only one, or is the lore flexible enough to allow some of the more Lore 'restricted' Jobs (looking at you White Mage) to be playable from a role-play perspective?

What ever happened to the open world NMs from 1.0? Will we see them again at some point again? Or did they all die during the Dalamud event?
I know some of them are in the game now, but there are quite a few still missing.
