It is only undesirable by those that want the greatest reward with the least amount of effort. It was undesirable to fix certain Fates from being farmed endlessly. Don't you dare finish that Fate, we farming here! It was undesirable to sort of nerf speed runs, as more and more new dungeons are in place with such mechanics as locked doors and such. It was undesirable to fix B ranks but SE knew they had to do something. Let's say every day I log in, my inventory gets filled with that job's first and second best in slot in all slots. Then what? You are full ilvl 115. Now what? There is no content where you have to be that in order to run it. But you have to get away from the hunts first. Limiting those seals, like all other tomes before are/once were, or the way both CTs are/was, is not a bad thing.
Let's consider just what your idea would mean for hunts. . .
B Ranks: Pretty much already fire-and-forget. 50 seals per week for like 5 minutes of commitment. Pretty much something to do in the morning before work on a Wednesday, then wish that B ranks weren't useless for the rest of the week.
A Ranks: Currently about 340 seals per 3 hour cycle, assuming you can hit everything. That's nearly 15 hours per i70 vanity weapon. It's 6 hours per vanity armor, 9 hours each for chest and leg. If A ranks went the way of B ranks, even keeping the old proportions so it's 200 seals per A rank, that's still 5 weeks just to get a vanity chest piece, assuming you buy nothing else. Nineteen weeks for a full set of vanity armor, plus another 9 weeks for the weapon. Half a year of A ranks just to get a full vanity set.
S Ranks: 500 seals a week? Maybe that'd be nice, but it assumes that you even see that S rank in any given week. They'd have to change how S ranks work so, so much. 36 hour respawns when you only have a week to kill them? No, thanks. Is your mark for the week South Thanalan's S rank? Good luck spawning it! Is it North Shroud's? Hope you can catch Judgerays or can convince someone else to do it for you! Basically, it would mean that hunters would be practically forced to level all their gathering classes to 50 and gear them out just to have a reliable chance to spawn their own marks, because you no longer have an entire server of hunters trying to do it. Be prepared to see the forums explode with "How the hell am I supposed to spawn this, SE?" and "I finally spawned it, but someone else ninja-pulled before I could get there!" reports. Seriously, you think the complaints are vocal now? Just try to imagine what would actually happen if what you're suggesting went through. . .
I know I keep posting my own idea, maybe I should start my own thread for it at some point, but...
B ranks need to replace FATEs as the daily 10 mark hunts. Viridiana is right, they spend most of the week just sitting there pointlessly.
A ranks, if made into the weekly marks, should have a system in place that allows the rest of the mark holder's party to get a reward of their own, say 30 marks for the holder and 5 for everyone else. Most likely they'd still be sitting useless for most of the week, but every Tuesday evening people would team up among FC's, LS's or PF, hunt down that group's 8 marks, and walk away with 65 seals each at the end. They'd have to deal with the mechanics as a party, the way the mark was intended to be fought, and those kind of fights tend to be more fun (imo, of course) than the solo battles. It would be something to look forward to rather than a chore.
S ranks can stay as they are. They're meant to be special and epic, and while it would be nice to fight one with an alliance and nothing else, I think it's worth the price of having something open-world. Especially if people need to co-ordinate in order to even spawn them.
In addition, they could add another mark rank - SS or EX or something -, remake Odin and Behemoth into such encounters and add more to Thanalan, La Noscea and Mor Dhona. That's more a thought than an actual idea, though.
