Leviathan's got a ton of people on it. Just about anywhere you go you'll always find people scampering around doing things. A pretty steady stream of new players, too. -

Well, considering that this game wasn't live two years ago...
Frequently world servers such as Leviathan, Behemoth, any of the Legacy servers don't accept new characters. Sometimes there are instances where only 3-4 servers accepting new characters. The servers are pretty active, even the new ones (Jenova and Zalera) are pretty active.

As someone who is also on the same server as OP, I know what he means about it seeming kinda dead. Goblin is a low populated server. We get the most people on during the evenings and not many people on after about 1am. Which personally I am fine with. There is always something for me to do.
