I only purr when im with someone privately and I like the person.

To answer the basic question, no.

To be a little more specific, it depends on the tribe and their background.

My tribe is related to the Pantherinae subfamily of Felidae. Specifically we trace back to a male named Mick who was the offspring of a male jaguar and a female tiger. Such hybrids are referred to as Jagger.

Edit: True Fax. Members of the Felidae family either purr or roar. They do not do both. The Pantherinae subfamily, which includes jaguars and tigers, roars. The offspring of a male jaguar and a female tiger is called a Jagger. Mick is a name.

Yes Miqo'te aren't cats, but that doesn't mean they don't have cat-like traits.

U'odh Nuhn rolls his R's in a purring way, and extends his S's in a hissimg manner. We also have Miah Molkot (Keeper in North Shroud) who hisses and meows. So yes, in a way cat-like mannerisms are canon in the FFXIV universe.
