I never see shouts in my home ward. Rarely, at least. My FC was one if the first in our ward, so it was common to see "XFreeCompanyX just bought a home!" shouts. I don't think I've seen a single shout since we filled up though, and I spend a lot of time outside my house, so I'd know!
I see an occasional /sh either some people having fun, someone asking for a meld for a FC mate or something else crafted or having "patrols" as a neighbourghood watch and making mock chases etc...
They liven up the place.
I keep sending shouts to annoy my neighbors, but they answer back and then our funny conversations begin.
I would MUCH rather an active housing area (complete with noisy neighbors) than a ghost town! It's quiet in your house, go inside (or use a filter as others have mentioned.)

No, i can guarantee you that I am in the majority. Most people hate /sh. This is the problem right? A few loud obnoxious people think everyone loves to see their /sh. News flash: almost nobody does. I guess I should be more tolerant of the socially disadvantaged and attention-starved, so why not make a compromise and have a configuration option that lets you filter /sh when in residential areas, or are you afraid too many people will miss out on your witty repartee?
When I don't want to read shouts, I filter them. I recently unfiltered them for hunts, but not a whole lot of shouting goes on in my ward. If it does, as others have said, I just go inside the FC house or log off.
Why are you even playing MMOs if you don't like players socializing? I mean there should be quite a few single-player games that provide you with a nice challenge without having to play with others.
And as others have already pointed out, you have the tools to overcome this issue on your own so use them. And don't say "But I don't wanna!" because you won't be getting sympathy from anyone.
If the orange text makes you read everything in a voice that shouts at you, just change the color of the text so that you read it in something similar to Morgan Freeman's voice.
