Actually the EU servers are lumped with the NA servers because they all connect to the same physical location somewhere in Quebec(?). I'm on Ragnarok an EU server and the rest of the "Data Center" is NA. But basically, the data centers are a mixed bag of nuts. Depending on the time of day you play and your time zone it may not get any better for the player trying to get a party.
I play with people in Scotland and England, they are 8 hours ahead of me. My prime time to be able to play is like 9pm - midnight. that puts the EU time roughly 5 am for the Europe servers. I do understand the OP's problem with trying to fill a queue. Its more than just "trying to queue a little later" I've spent almost 3 hours in a queue for ST and FL (Whichever pops first) only to give up cause I needed to go to sleep. Oh, and I am a tank BTW so really, why is there such a long wait for a queue? There are other reasons why this is happening and its probably not any single reason but an accumulation of issues.
On Ragnarok (Chaos datacenter) I waited for CT around 10 minutes as a Monk. During 2.1 i waited longer for CT1.
It also help to check retainers or talk to some NPCs for a quest to speed up the queue time.
For Frontline it help to check for "in progress"
Yes, they are physically in Quebec together with the NA server. But they don't get grouped together.
You can check it at the end of Frontline. In the list you can read from which servers the players are. You would see that there are only servers from the Chaos group in it, which are all EU servers.
