Interesting, interesting. What version of internet explorer do you have, and have you made any changes to the default internet options?
EDIT: Okay, so after the initial patcher, the login window appears, which is in fact Internet Explorer. Its hard to say exactly what is going on here, but more and more I am starting to wonder if it is an issue with IE, not with final fantasy. My suggestion at this point would be to make sure that you have the latest updates for IE9 (install IE 9 if you don't have it yet), and that you set all your internet options to the default settings (if you prefer high security for IE, I can show you how to enable them and still allow FF14 to work). Make sure you Windows Update for all the security patches, Service Pack 1, etc., etc. See if that helps out with anything. Also, delete your cookies and cache. Do it manually though, as the "Delete temporary internet files" feature in the internet option does NOT delete everything. You can "View Files" on the same window and select everything to delete it.

OK, What you've said above seems entirely possible. I'm using Windows XP so can't update to IE9 but I'm only running IE7 (as I usually use Firefox :P). I've just spent a good whack of time updating IE7->IE8 and ensuring all related updates are installed.
As this requires a system restart I had to do so, but i fired up FFXIV and the version checker starts as normal. There was an update so it downloaded that... somewhat faster than usual :D !
When the installer box should pop up the downloader box usually has to be closed through task manager to initiate the install (really sorry i didn't mention that, completely forgot about those scenarios :O ), fortunately this time it skipped straight through without any required input from me.
I'm not getting my hopes too high with this but it's looking promising, I will update after rigorous testing (lol).
And thanks for mentioning the temp files deletion thing, I had loads to remove.

I, too, was experiencing this issue. I built a new computer for myself just the other day, and have had FF14 installed on it and running perfectly fine up until today, when I received this error. After doing a quick search I found this thread, and as origamikitsune indicated on 8/16/2011 I decided to update to IE9 (was IE8 before).
This seems to have solved the problem!
