What point are you trying to make? However bad a tank may be, if he has better gear, he'll be of more use to you than if he has worse gear. What's it to you, why does it bother you so much what gear other people are wearing or where they got it from?

I'd definitely have a slightly undergeared player who shows some skill than an overgeared player who hasn't had the time or work to develop that skill yet.
