Yeah, the class description preview on the Lodestone mentions Limsa Lominsa specifically, so it makes sense that's where it's Guild will be. As for NIN, well, it's highly likely given the storyline the Job npc for that would probably be in Revenant's Toll, for reasons which by now are pretty well known but which I won't go into for spoiling it for those who haven't reached that part of the story yet. ;)
