This the 1% of the content that's locked being able to find a group of skilled enough players to beat it with(you don't really need a static for the first turns anymore) once per week.
The lock's there to prevent run selling and general trivialization of the content, and as someone said it's either this or ridiculously low drop rates so ,yeah, deal with it.
And as for the original OP question, no i don't think coil(or equivalent endgame raid) will have ever not have some kind of weekly lockout .
and then we would still have the problem of 90% of those people who cleared not going back in because they cant get loot, 9% selling runs (which Yoshi has said isn't against the rules but he very much dislikes it).
Finally yes, there is a 1% that would help people just to help them after they finish coil 2, but you also have to figure that's 1% of 1% of the in game population.
my group was suppose to do Second Coil on Tuesday, construction knocked out the Internet of one of our tanks and it won't be repaired till today, today two of our other members are going away for the holiday weekend. could easily plug those spots with members from other Coil groups in the FC if Coil ran on the CT system instead. not possible to do that since the people that can help are already locked out or they are committed to run with their group on the weekend and can't clear with us.
now we're at the mercy of randoms which means we might not be able to clear at all.
we also have a few FC people that can't get into groups because of their irregular schedule, though we regularly have enough people to do other things with them like Leviathan by plucking members from 4 different Coil groups.
you always need 8 man groups that haven't cleared to enter, the real world is not that neat most of the time.
In the expansion pack there would be no lockouts anymore on the whole coil.
1% of content that exists doesn't make it 1% of content that people want to partake in.
how many people do you think enter Second Coil weekly compared to say Titan EX?
SE obsoletes old content way too quickly, which makes all the new content exponentially more important, even though it's only 1%.
