I just did a few waves of this, to start it off you get status from the Militia Outrider to be able to participate. There doesn't seem to be any rank/experience points gain of any kind, but at the end of a wave a gold chest appears for everyone who participated. All I've seen form these chests are deaspected crystals of a random amount. Other than those it seems theres a rare chance for gear to drop from the Garleans. I got a Sheepskin Harness (Grey) +3 and a Cotton Cowl +3 myself.

The ones I participated in were north of Camp Horizon, while there is an invasion going on the Militia Outrider was at (14, 27). Basically right in the middle of everything.

They could be Ala Mhigan and apart of the rebel resistance from within the empire. The Twin Adder is working with them. So they could be on our side just in Garlean uniform.
Missions/stories like that is why I chose the Twin Adder :) -

just when I thought they introduced something cool (i.e., dynamic quests and Imperial armies), they go and ruin it (by marginalising crafters) -

The npc Alfgar was in Ul'dah alerting people of the invasion, he is gone now and so are the waves of Garleans. ; ;
