Because they are aiming for the item and myth and not doing it for the challenge!

I'm not going to argue here how wrong that first statement is, but allow me to make a point.
Why do people do Brayflox spam instead of spamming Amdapor Township? It's shorter. It's easier. Path of least resistance. Brutal Mode while maybe initially will have interest, once people get over the "it's new" a week later, a vast majority won't even try to clear it anymore.
I'm not trying to be a concern troll, I legitimately want hard content like Brutal Mode. But I really think offering no reward for completion will skew this "test" and doom our chances. Some silly minion is a fair reward, wouldn't you think?
And how is that not taking the path of least resistance?
Same content for a different audience, nothing wrong with that, some people have been hoping for a harder version of Twintania, I guess this is their answer.
I wouldn't be surprised if after they move from coil to other raiding content they decide to implement a "story mode" of coils, should the main story move to Bahamut.
If not enough people steps up to the challenge, it will only prove that the people complaining the game is too easy is such a minority that they can safely be ignored going forward.
If you've completed T9 and feel like taking on a challenge rather than just collect loot, go for it. Show that it's the challenge you want. That a title to show off is enough reward.
Now that you can openly show your titles they are more worth than gear imo.
Gear will eventually be outdated but a hard to obtain title will stay, however they should remove those in future expansions so they won't be optainable after let's say a lvl raise.
For groups that easily clear t6-9 it's a welcome change, you can just progress and clear it on normal at the end of the week if you have to.

I see the "Brutal Mode" something to let the people who likes challenges have a place to go. About rewards, it is very likely that kind of players already have anything they need, so drop changes aren't likely be of some interest for them.
That mode, I see it as something to bragging about "our FC done that!", I think the best rewards on that mode are titles to put on your name to show off how good you are :)
I disagree with the OP. Once FC's get the normal content on farm, they will work on the brutal modes just for the change of pace and to be able to say they did it. If they keep normal and brutal modes on separate lockouts, that would ,ake it worth it until they update the loot on the brutal modes. Separate achievements and brutal only titles will be enough to spark peoples interest in working on them. Now that titles are visible in game, it will make a lot of people work on the brutal modes just for the title to be different from everyone else.
The current details we have for Brutal Mode are the following:
Only a group of 8 people who have all cleared the "Normal" mode may challenge Brutal.
The loot will be exactly the same as Normal Mode. This may change in the future if players like Brutal Mode enough.
Normal and Brutal Modes will share the same lockout.
Your ultimate reward for completing the mode will be a title.
So, what does this mean? There will be no fuddy duddy "path of least resistance" issues here. People have to earn the right to challenge brutal. If they still need gear to challenge it, they'll do the Normal Mode a few more times. Once they're ready for the challenge, they'll enter Brutal.
