Wool is pretty hot if you're not going to a winter con. I've made robes like this from heavy cotton broadcloth and a bunch of interfacing. If you want it stiffer, try interfacing in the pellon 60 range.

We all think it is cloth.... who knows they might have used specialy processed hides of umbral critters. And skin/pelt of the various races!
Well, considering it gives a wet leather look when it's raining, I'm likely to think it's some kind of dyed leather, which would make sense for a coat which is what it looks like (it would also explain how it managed to survive for so long - remember SMN AF are ancient relics unearthed at Saint Coainch's Find), so I doubt some less durable material would have lasted all that time.
And given how scientifically and technologically advanced the Allag were, it wouldn't surprise me if it was actually made from some kind of weird artificial material which has long since been forgotten and lost which is not reproducible (after all, compare it with SCH AF, which is also an ancient design, but the set the player gains is a modern reproduction). So I guess pleather would probably be a good real-life equivalent. :)
That's concept artwork from the artbook The Art of Eorzea ~ A Realm Re-imagined that came with the Collector's Edition. You might be able to find larger quality scans online easily enough, or else just save the images directly from that post as Catapult suggested. :)
