Like what everyone else said, charge up a Savage Blade by smacking Melusine with a Fast Blade first. I was having the same issue the first time our group went into T7. Was too obsessed with only using a charged ROH. It made all the difference in the world to just used a charged Savage.
This really sounds like an issue with your healers. There's no reason for them to be aoe healing at all. I will if the ranged happen to wander too close to the raid and get us hit with flames but I opt for medica since it has more burst, the damage isn't consistent and know adds will be spawning.
Make sure your healers are sharing the pain in healing ranged and not just designating that to one person. I heal OT and one ranged while our scholar heals MT and one ranged (our group has two melee). We share any extra raid healing needed.
If the healers have HoTs up and those HoTs tick just before the mob actually appears, it will take a moment to recognize that threat and start moving towards healers, even if your RoH has already hit. Direct heals and buffs seem not to be noted until your attacks would be as well. If the ticks go off a moment later, you're fine. RoH will also give more time for the add to notice and move towards healers than SB. (If your BLM tends to open up on the add with a Firestarter and SC-Flare for whatever reason, etc., SB and RoH will be a better initial grab anyways). Flash can be cast just before the mob actually appears and still catch it, but... the chances of that going badly make that advantage nearly null.
Edit: In short, your OT should be able to hit the mob before it moves most of the time, HoTs or not, but bad luck on HoT tick timings seemingly can make it impossible to stop at least some bungee-ing towards the heals.
Mobs like to "queue" attacks on someone as soon as they spawn and get that attack off before they switch targets. This is why mobs will chase a healer even though you're targeted. I play warrior as OT on t7 and let the paladin MT. Tomahawk usually does enough threat to keep them off the healers. Knowing exactly when and where they spawn also helps. We also have the MT pick up the first add, provoke the second at 50%... that gives me more than enough time to queue a Butcher's Block and make sure I have Inner Beast up to pick up the adds as well as being in position when they spawn.
