Actually prior to 2.1 Steady would prevent your fairy from doing any actions including Embrace (I believe) while Guard was basically a semi-Sic stance where your fairy would blow her CD's. It's the reason Summon macro's back then had an Obey> Steady combo mixed in to prevent her from doing so. However 2.1 made Steady and Guard functionally identical so it doesn't matter what you go with now.
I wouldn't use the /wait 6 > Guard. It can easily get broken if you use any other macros, I suggest this:
/micon "Whispering Dawn"
/pac Steady
/pac Guard
/ac Rouse
/pac "Whispering Dawn" <me>
It'll give you the desired effect you want since the Steady and Guard lines will jump to whichever one isn't grayed out then proceed to cast WD as normal.
