Some of those FATEs are very annoying and far from balanced. I'm not familiar with this one in particular, but it must be one of the worst if you can't solo it on BLM (assuming that's your main -- going from the forum profile). If it's notoriously bad it might help to set up a party finder to attract anyone else who needs that FATE to progress as well. I don't know what other advice might be useful. I always just sit and wait. Luckily I haven't had to try to solo anything difficult since I'm working on MNK weapon and they're absolutely terrible solo.
Don't give up! I was really bummed when I got the FATE too and failed it the first time, but I did have a lot of nice strangers who suddenly just flocked to the FATE and helped on my 2nd try lol.
But in terms of the FATE, I'm on my 8th book and so far it's only Four Winds that's kind of a non-solo friendly FATE, the rest I don't have trouble with.

Alot of console gamers pick up FFXIV expecting it to be a Single Player RPG with MMO aspects, it is not.
I find the game is designed for console single players to easily get into. With duty finder you can get very far in the game and not speak a word to anyone. It's only end game content where communication becomes important. Most fates scale down to be solo-able, however this fate does not probably because there is 4 elite mobs to kill. Players who are used to single player games will be frustrated by this, traditional MMO players will just call a friend.
So I partially disagree with you, however I wish the game was designed where more communication is required at a earlier stage in the game because it will be required for endgame.
Out of all the FATE's of the 12 Books, "The Four Winds" is the 1 and only FATE which I could not do Solo, even if it was just a single boss I still wouldn't be able to do it, they just hit so hard and have quite a substantial amount of health so you'll need at least 2 other people (1 being a healer) to help you out.
Surely you have a couple of geared FC members to come help out at short notice when the FATE pops?
Four winds is nothing. Go do Pharos sirius's as range dps.. Go leave a pf up for four winds and you're bound to get at least one person sending u a tell
