The reason they don't do this is because it would reduce the amount of armor models they could reuse. Notice how, for example, there are like 6 bliaud armors in the game that all use the same model, many of which are dyable. The difference between them is the part of the armor that is dyable, and the color of the non-dyable parts.
If you could dye every part of each armor model, some of the stuff they reuse would literally be exactly the same as other armor pieces save the default dye color.
It's kinda dumb but that's how it is.
